Bike Maryland’s 2026 Legislative Priorities

As the General Assembly of Maryland continues its 2026 session (the 448th Session) here is an overview of Bike Maryland’s five legislative priorities and additional bills we are supporting. 

What do we mean by legislative priorities? These are the bills which we will focus on pushing forward this busy legislative session. Specifically, these are the bills we will ask our lobbyists and advocates to focus on and items we feel that YOU can help add a positive voice towards getting passed.

Top five priorities

1. No Stopping/Standing/Parking in Bike Lanes
   Statewide clarity: bike lanes are for moving people, not parking. The House passed it in 2025, but a 30‑minute loading amendment undercut safety and it stalled in the Senate Judicial Proceedings (JPR) committee. This year: keep it clean, avoid carve‑outs. 
   
2. Bicyclist Safety Start (Leading Pedestrian Interval)
   This bill would let someone riding a bike, play vehicle, or unicycle go through an intersection when the light is red if the pedestrian “walk” signal is on.
   
3. Intelligent Speed Assistance (ISA) Pilot Program
   Target high‑risk drivers with in‑car speed limiters after serious violations. ​​
   
4. Safety Corridors (Vulnerable Road User Protection Act of 2026)
   This would authorize the State Highway Administration (SHA) to implement a program of safety corridor speed monitoring systems using automated speed enforcement (ASE) for use in areas determined to be of high risk to vulnerable road users.
   
5. Civil Actions – Motor Vehicle Accidents Involving Vulnerable Individuals – Comparative Negligence
   If someone is injured in a car accident, they can still get some compensation even if they were partly at fault. The amount they receive would just be reduced based on how much of the accident was their fault.

Bike Maryland’s work extends beyond these bills called out as priorities. We will track and submit testimony in support of, or in opposition to, other bicycle, pedestrian, and transportation-related bills. We will work to support our coalition members that are championing bills, like the Transportation Climate Alignment Act, which we want to succeed. We will also continue to engage our coalition, legislators, and other stakeholders to build support for other bicycle-friendly policies that may appear in future legislative sessions, including bills like the bicycle safety yield and enhanced vulnerable road user penalties.
